SMI is the English "bureau of standards" of Taiwan economic ministry, The abbreviation of "metrology and inspection" is an official organization under the Ministry of economic affairs of Taiwan. According to the announcement of the Ministry of economic affairs of Taiwan, products entering Taiwan shall be subject to the supervision of EMC (electromagnetic compatibility) and safety regulations from July 1, 2005. Only those products conforming to safety, EMC test and relevant tests can be authorized to use BSMI mark. After 2009, energy efficiency requirements for air conditioners and refrigerators were put forward, which were included in the control scope of BSMI.
The holder of BSMI certificate must be a local company in Taiwan, and the test report must be issued by BSMI accredited laboratory in Taiwan. Generally, the CCC code of tax code category is used to determine whether it is under the control of BSMI. Generally, CCC code is provided by the manufacturer itself. CCC code, the standard classification of commodity of the Republic of China code, is similar to the international H.S code.

If your product is in the following range, you need to apply for verification to expand the domestic market:
1. Mandatory commodity inspection mark (CI mark): electrical products (such as household electrical products), electronic products (such as information equipment and entertainment audio-visual equipment products), mechanical products (such as electric tools), chemical products (such as tires and toys);
2. Voluntary marking (CNS Mark): industrial products, building materials, wires, household appliances, automobile and locomotive parts, industrial raw materials, or competitors' products have been officially marked;
3. Voluntary product verification mark (VPC mark): important safety components, digital box, lamp holder, battery charger, restricted hazardous substances, lithium battery, vehicle electromagnetic compatibility, sports fitness equipment, etc.
BSMI authentication mode
BSMI certification in Taiwan is compulsory. It has requirements for EMC and safety. However, BSMI does not have factory inspection at present, but it must comply with the regulations of the Standards Bureau. Therefore, the certification mode of BSMI is: product inspection + registration supervision.

Declaration of conformity (25 items, 18 items required by safety regulations)
1. It includes pocket data recording, reproducing and displaying machines, electronic calculators (not operated by external power supply), electronic calculators with list devices, other electronic calculators, other calculators, hard disk drives, soft disk drives, optical disk drives, other disk drives, other storage units, other automatic data processing units, and The parts and accessories of class 8471.10 machines (limited to the inspection of class B computer motherboards and class B computer cards with I / O) and other 17 items are the products for which the declaration of conformity inspection is implemented.
2. Eight items of products, including word processor, automatic typewriter, electric typewriter, other electric typewriter, Braille typewriter (weight not more than 12 kg), blind Braille typewriter (weight over 12 kg), non electric typewriter (weight not more than 12 kg) and other non electric typewriters are listed as Doc inspection.
3. Electronic calculator (excluding external power supply operator), internal magnetic (optical) disc drive, computer motherboard and internal card are not included in the scope of safety inspection.
BSMI certification application method
At present, there are three ways to apply for BSMI certification

There are two types of type approval:
1. Type approval (EMC + safety). Since January 1, 2004, 178 kinds of electronic and electrical products need to apply for this kind of approval. Applicable standards: EMC + safety, and the documents to be provided include (product type approval application, company or factory license, test report, technical documents for electromagnetic compatibility: photos, labels, parts with electromagnetic interference, block diagram and operation manual, and technical documents of safety regulations). Certificate validity: three years, can be extended once.
2. EMC type approval (replacing the original EMC application) shall be enforced from November 1, 2002. Applicable products: 61 electronic and electrical products only have EMI requirements, 124 electronic and electrical products only need EMI + safety report (if the products have safety requirements). Applicable standard: only EMI. The documents to be provided include (application for EMC type approval, test report, technical documents: photos, labels, parts with EMC, block diagram and operation manual).

Certification registration
Enforcement date: not yet published, applicable standard: EMI + safety regulations. The documents to be provided include (product type approval application, company or factory license, test report, technical documents for electromagnetic compatibility: photos, labels, parts with electromagnetic interference, block diagram and operation manual, technical documents of safety regulations and declaration of conformity). Certificate validity: three years, can be extended once.

Declaration of conformity
Date of enforcement: 18 January 2002. Applicable products: 19 kinds of IT equipment components. Applicable standard: cns13438 (only EMC). The documents to be provided include (Declaration of conformity, test report, technical documents: photos, labels, parts with electromagnetic interference, block diagram and operation manual). There is no certificate.
For electronic and electrical products, the characteristics of the three application methods provided by the Bureau of standards are as follows:
1. The declaration of conformity is only applicable to parts of some information technology equipment (please refer to the product description on the website of the Bureau of standards and inspection).
2. It is up to the product cost manufacturer to apply for certification registration or type approval.
3. The differences between approval registration and type approval are as follows:
1) Inspection method: if the product has been type approved, the customer inspection will be simplified. For the products applying for certification and registration, the method of random sampling in the market is adopted instead of checking the customers.
2) Fee difference: the application fee for certification and registration is higher than that for form approval, and annual fee shall be charged, while no annual fee shall be charged for type approval

BSMI factory inspection
There is no factory inspection for BSMI certification, but it must be done according to the regulations of the Bureau of standards. The cost can be determined according to the product information
BSMI certification processing cycle and validity period
Regular for 3-5 weeks, can be expedited, urgent need to pay additional fees. The certificate is valid for 3 years
BSMI application notes
There are three ways to apply for BSMI certification. In addition to the declaration of conformity, all of them need to obtain the certificate issued by BSMI.
BSMI has enforced the safety inspection of information products since July 1, 2005, and the buffer period is from the announcement date to June 30, 2005.
No factory inspection is required for BSMI certification.
