Brazil Anatel certification
 
Telecom products and accessories must be certified and unified by the Brazilian Telecommunications Agency (Anatel) before they can be legally commercialized and used in the country. Without Anatel's coordination, telecommunications products managed by other national organizations, such as the Federal Communications Commission, are not allowed to be used or traded in Brazil.
 
 
 
The definition of "telecommunication product" can be very broad. Therefore, Anatel defines it as equipment, equipment, equipment or component, including necessary or sufficient means to realize telecommunication. Telecommunication is a wired, wireless, optical or any other electromagnetic process for transmitting, transmitting or receiving symbols, signals and any other information.
 
 
 
According to this definition, mobile phones, modems, Wi Fi routers, and even RC toys and walkie talkies need to be certified by Anatel before they can be commercialized in Brazil. Telecom products also have to test and calibrate components and accessories such as batteries and charging cables, respectively.

On December 4, 2017, Brazil issued a new decree 14448 to replace resolution 506 / 680 (i.e. decree 11542) to update the RF test requirements. Several common regulations are updated as follows:

In addition, the 14448 decree stipulates that the frequency band of wireless microphone will be changed from 614-806 MHz to 614-698 MHz, which will be enforced from April 2, 2018.
 
The stray emission or emission limits outside the frequency bands of 72-73 MHz, 74.6-74.8 MHz and 75.2-76 MHz must comply with the following table:

From April 2, 2018, all host devices with radio frequency technology (WLAN, Bluetooth, NFC / RFID, ZigBee, Z-Wave) will also be required to conduct radiation disturbance test, and some of them will also need to conduct radiation immunity test. In addition, the above test is also required for the RF equipment that updates the certificate.
 
 
 
The following mobile phone chargers are required to apply for Anatel certification:
 
 
 
Mobile phone charger (AC / DC adapter, etc.) connected to the main power supply via cable
 
 
 
Wireless sensor mobile phone charger, also known as WPT (powered by AC / DC adapter, etc.)
 
 
 
Mobile phone charger (12VDC or 24VDC)
 
 
 
Vehicle wireless induction charger
 
 
 
The above four products are listed as category I and the certificate is valid for one year.
 
 
 
Is factory inspection required for Anatel certification?
 
 
 
No factory inspection is required.
 
 
 
How long does it take for Brazil Anatel certification?
 
 
 
Anatel certification test + Certification + registration takes about 8-10 weeks.
 
 
 
Notes for Brazil Anatel certification:
 
 
 
1. The mobile phone charger (12 VDC or 24 VDC) is newly brought into the control scope of Anatel, and the transitional period is 180 days after the promulgation of the regulation, that is, it has been enforced since January 6, 2018;
 
 
 
2. Wireless induction charger was originally defined as category II (valid for 2 years), but it was redefined as category I (valid for 1 year) after the promulgation of the new regulation act. 493;
 
 
 
3. Customers are advised to apply for renewal of certificate at least 5 months before the expiration of the original certificate, and re submit samples for testing according to the new regulation act 493;
 
 
 
4. When testing mobile phone charger, the manufacturer needs to provide supporting mobile phone as auxiliary equipment;
 
 
 
5. COC certificate can only reflect the model of one mobile phone charger, and the maximum voltage and current of input and output must be indicated; the charger should be pasted with safety seal, which is completely consistent with the specification and model in Anatel certificate.
 
 
 
Brazilian Anatel certification product category:
 
 
 
Anatel divides the products into three categories, each of which has different requirements and needs to meet different requirements to achieve consistency.
 
 
 
Telecom products belonging to the first category are terminals. The purpose of the terminals is for the end users to use. In order to obtain the certification, the products must pass the laboratory test (conducted by the laboratory approved by Inmetro). If the manufacturer does not have the ISO 9000 certification, Anatel has a procedure for evaluating the manufacturing process, including visiting the manufacturing factory.
 
 
 
In addition, the product must be certified through an annual reassessment process that includes simplified laboratory testing in accordance with Anatel regulations.

The second category of products refers to the products that do not belong to the first category but use the radio spectrum for signal transmission. Similar to the first category of products, the second category requires laboratory testing and a biennial reassessment to maintain effective consistency at Anatel. The second type of product re evaluation refers to the inspection of documents to ensure that the product specifications remain the same as those in the first test, and laboratory testing is not required.

RF automation equipment
 
 
 
three classes of initials
 
 
 
Products that do not fall into category I or II fall into category III, which will ensure compliance with Brazilian law in terms of interoperability, reliability and electromagnetic compatibility. These products do not need to be reevaluated at present, but still need to pass laboratory tests.
